AI Governance and Institutional Design
Dr Govand Khalid Azeez is an AI-governance scholar, lead researcher and institutional strategist working across East Asia, the Middle East and Latin America. His research focuses on AI governance, technological sovereignty, political economy and the relationship between technological systems and society.
He specialises in the design and development of AI and technology centres. This includes work from initial research and institutional design to governance structures, strategic priorities, partnerships, implementation and long-term oversight. His approach brings together governments, universities, industry and local communities to build institutions supported by local and national states and adapted to their social, cultural and economic contexts. Latin America has been an important case for this work.
Published through leading international intellectual and policy outlets, Dr. Govand Azeez examines how societies can develop technological capacity, reduce dependency on foreign-controlled infrastructure and govern AI in the public interest.
He is available to work with governments, universities, research institutes and technology organisations as a lead researcher and strategic adviser on AI centres, governance frameworks and institutional development. His goal is to build democratic, socially grounded technological institutions that strengthen public capacity and create greater cohesion between technological systems and the societies they serve.
